Many of our local businesses are struggling in the face of uncertainty and rapidly changing business regulations. Until more information comes out regarding emergency funding measures for struggling businesses, these COVID-19 Daily Updates are one way we at the Community Promotions Office have been able to help support our businesses and community.

Stay home, purchase a gift card, shop local online, tip generously, order take-out, and thank our local business owners. They are working their tails off to keep us cared for and safe. Their resilience, generosity, and commitment to our community cannot go unnoticed.

Adams County Sheriff’s Office & Emergency Management: As of this March 22, there have been NO CONFIRMED CASES of COVID-19 (Coronavirus) in Adams County, ND. We are working closely with the State and Southwestern District Health Unit. The health and safety of our citizens is our top priority. Please listen to and follow guidance from local healthcare providers, the ND Department of Health, and the CDC.

Adams County Social Services: Offices closed to the public.

Buffalo Creek Quilt Shop: Would like to know if any local quilters would like to make some face masks. You may use your own scraps or we have plenty of scraps to share.

Easter Egg Hunt: Cancelled. If children would like a basket full of goodies please contact Carrie Ranum by April 4th. Include age and sex (ages 0-4th grade). The committee can deliver and leave outside your house. 

Gate City Bank: Effective 3/21/2020 (Saturday) all bank lobbies and in-store branches will be temporarily closed. 

Grand River Honey: To help ease your needs during this time of food shortage and rationing visit www.dakotahoney.com. Honey doesn't spoil and can be stored for decades. It can even be used as a sugar substitute making it the perfect food to add to your household. Additionally, honey has antibacterial properties and helps soothe throats. Our honey is 100% pure, raw, unfiltered, clover honey straight out of the Dakotas.

KB Jewelers: Hours have not changed. Books and puzzles are available for curbside pick-up or delivery. Prices range from $15-$18. Call for book recommendations or to place orders at 701-567-2358.

Reeder Community Center: Gymnasium and fitness room closed to the public.

Adams County Library: Library closed to the public. Offering drop off and pick up services for library materials from 3:00-5:00pm Monday thru Thursday. Dakota Prairie Helping Hands: Office closed this week. If medical equipment is needed, arrangements can be made by calling 701-440-1747.

Dakota Western Bank: Lobbies will be closed until further notice to help prevent the spread of COVID-19. ⁠The drive-up window in our Bowman, Hettinger, and Scranton locations will remain open for our customers to conduct business.⁠ We encourage Dakota Western Bank customers to use digital or other channels that are available. ⁠Please call your local branch if you would like to make an appointment to conduct business or if you have questions.

JC Farms: A cooler of home-raised, corn-fed JC Farms hamburger will be inside the front doors at Dacotah Bank in Hettinger beginning at 1:00pm Thursday (3/19/2020) for anyone needing a couple packages to get by for a week or so. The packages are 2 lbs each and will make 2 meals per small family.

As of this time, we have not adjusted our business hours and taking all necessary steps to keep our customers and employees safe and healthy. Our Purchasing and Store Teams continue working hard to keep the products and brands our customers want in stock. RZ Motors: Closed on Saturdays. Normal hours the remainder of the week, and taking necessary steps to ensure the safety of employees and customers. Vehicles can be sanitized upon request. For emergencies, call or text Ryan at 701-567-3597.

Scruffy‘s: Dining room closed until further notice. Our drive-up window will remain open during this time. Curbside delivery is also available. Regular hours: 11:00am - 8:00pm Monday through Saturday. Call ahead to 701-567-6766 to place orders ahead of time. 

Solar Flair Hair Studio: Operating as is. Those not feeling well are asked to cancel their appointments. Should plans change, Allison will personally contact appointments to notify them.

Suzie’s: Offering delivery and take out only during this time, call 701-567-2437. Temporarily closed to eliminate crowds of 10 people or more.

West River Health Services: Visits to hospital patients, Care Center residents or Assisted Living tenants are prohibited with exceptions for end-of-life care. While we do have testing kits, they are in very limited supply and we are under the direction of the ND Department of Health for testing requirements. Refer to the www.wrhs.com website for more information and links.

West River Veterinary Clinic: All unnecessary visits should be postponed. Waiting areas should remain empty if at all possible. Any interactions that can be done via phone are preferred. High risk individuals are welcome to contact in advance to make arrangements to meet at the vehicle for services, and products may be ordered via phone and pick-up arranged.

Western Frontier Insurance: As of now we are keeping normal hours at the office, but due to the COVID-19, we understand that people are more and more taking the status of Shelter In Place, we do have many other options to contact us with questions, concerns, payments and any insurance updates. You can call the office at 701-567-8000, you can also email Steve at shedstrom@westernfronterins.com or Corie at clien@westernfrontierins.com. If you find that you are in a situation due to illness or loss of employment, please contact our office. Some of our companies have started to work with insureds that are being hit the hardest right now and are not able to make payments at this time. Suzie‘s Woodfire: During the school shut down, any school age child in need can receive a free kids size chicken lo mien and a fountain drink for lunch. No other purchase is necessary. Just ask for a manager.

Abundant Life Assembly of God Church:  All in church activities and Sunday services canceled for 2 weeks. Online services available on Facebook.

Hettinger Baptist Church: Tune-in at 8:30am Sunday morning to KNDC 1490am, Consolidated Channel 91.

Hettinger Lutheran Church: Lent services & Saturday night service cancelled. Sunday morning services via radio only on KNDC 1490 (Consolidated Channel 91) at 10:00am. Sunday school suspended until further notice.

Holy Trinity Catholic Church: There will be Mass in Scranton Wednesday, March 18th, 2020 at 5:00pm. There will be Mass in Hettinger Thursday, March 19th, 2020 at 7:30am. No Mass after that until further notice. No CCD classes until further notice.

Reeder Lutheran Parish: Lenten worship for March 18th cancelled. Join via Live Stream at 7:00pm via Facebook page (Reeder Lutheran Parish).

United Methodist Church: Suspended in-person worship for the next two weeks. Online worship available on Sundays at 10:00am. K-WOW, adult Sunday school and Women's Group cancelled until April 1st.

SBA COVID-19 Disaster Loan Application: Apply Today

The U.S. Small Business Administration (SBA) has approved a Disaster Declaration for North Dakota small businesses affected by the Coronavirus (COVID-19) pandemic. Businesses located in all counties in North Dakota can apply at  https://disasterloan.sba.gov/ela.   

Here's key information you need to know:

Who can apply?
In order to be eligible, you must be a small business (500 employees or less). North Dakota small businesses affected by the disaster - common eligible businesses include: retailers, restaurants, recreational facilities, tourism-based businesses, manufacturers, owners of rental property, hotels, wholesalers, and many more. Private nonprofits and small agriculture cooperatives are eligible, but agricultural enterprises are not.

How to Apply?
While paper applications are accepted, filing electronically is easier, faster and more accurate. Apply online here.

How can the loan be used?
The loans are for working capital which includes fixed debts, payroll, accounts payable, and other bills that can't be paid due to the disaster's impact. It does not cover lost sales.

How much can I apply for?
You will not be asked how much you would like to borrow. The SBA uses the information you provide to determine the loan amount. Small businesses can receive a secured loan up to $2 million, and an unsecured loan up to $25,000.

What do I need to apply?
Be sure to have your business information readily available when applying, including: Contact information and social security numbers for all applicants; Employer Identification Number (EIN) for business applicants; Insurance information; Financial information (e.g. income, account balances and monthly expenses). You should also know the total amounts and payments due for debts that will be paid over the next 10 months or longer (i.e. mortgages, student loans, credit cards, etc.).

School Update

Hettinger Junior High and High School Weekly Class Time & Teacher Office Hours

Hettinger Junior High and High School will run “live” classes on the following schedule. “Live” means that the teacher will be present at their computer during these times and either have class content already available through “Teams” or present class content live in a chat room, via video conferencing, or some combination thereof. If you are not able to be present during the “live” class, you will need to come back into “Teams” and either watch the recorded class content or work on the posted assignment. If you have questions, please ask your teachers or me.

During the week of March 23, your class will start to post questions and videos as a way for all of us to become comfortable with all the tools available in our K12 Teams account. As the week progresses our goal is to have our students comfortable and able to communicate via the Teams media with the expectation of resuming graded school work no later than April 1. The April 1 date is contingent on the Governor’s office and DPI not making any further changes or recommendations to the current plan. Work Hard and manage your time well.

GNDC creates Coronavirus Hub Page:

In an attempt to drive data-based decisions versus further actions of fear or panic, GNDC has created an info and response page - ndchamber.com/COVID19. Serving as a hub to update North Dakota business, industry, and individuals of ongoing impacts at the local level and beyond to the world market. 

The site captures ongoing efforts from the U.S. Chamber, the Families First Coronavirus Response Act and additional effects on business from COVID-19. Links to data sources including relevant CDC links and ND Department of Health pages are also available for easy access.

 

 

 

Update on economic development impact

Dear Economic Development Community:

ND Commerce is proactively taking on what appears to be a formidable challenge for businesses throughout the state. Here is an outline a four-step process that will hopefully assist each company in the state that requires assistance. Commerce and the Bank of North Dakota recommend the following order for financial assistance: 

Stop #1—Your Local Bank: If the company has a loan with their local bank, this is their first stop.  They are the most knowledgeable about your situation and how to assist your specific needs. 

Stop #2—SBA Small Business Disaster Loan: With passage of the supplemental appropriation, the SBA was provided funding to distribute through their disaster relief program.  These loans can be used for the following purposes.  
          • Loans may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid due               to the disaster‘s impact.  
          • Up to $2m Per Business 
          • 3.75% interest rate for small business and 2.75% for non-profits  
          • May be able to pay back over a 30-year term depending on borrower ability to repay
          • Applicants must not be eligible for other loans
          • This is a direct loan from the SBA and online applications are available at www.sba.gov/disaster 

Stop #3—ND Department of Commerce: The Department of Commerce has several options. 
Option 1: The North Dakota Department of Commerce is granted the ability to provide “Emergency Loans” through its rural growth incentive program. Under this program, the DOC may declare an emergency and make loans to “Essential Service Companies.”  These include gas stations; pharmacies; grocers; and in some cases, restaurants.   
          • Communities with less than 2,500 in population are eligible
          • The request to NDDF is a dollar-for-dollar match by the city 
          • A community can apply for $25,000 to $75,000 in matching funding 
          • Loan terms are based on individual needs 
Option 2: Loans for companies certified as primary sector. Details of this program include:
          • Up to $1 MM for job creation or retention
          • Lower than market interest rated
          • Must have secured matching financing from a private bank 
Option 3: Childcare Loan Program 
          • Up to $100,000
          • 2.5% rate

Stop #4—Bank of ND: Pace/ Flex Pace. ED&F is temporarily focusing on delivering quality and high impact guidance and services to companies using two main approaches:
1. We are the subject matter experts on federal programs. We are prepared to discuss existing programs that can help, the new SBA emergency loan program as well as legislation that will likely be passed in the coming weeks to offset some of the difficulties our businesses and residents may face. 
2. Due to the speed and nature of COVID-19, regions have been assigned. Your points of contact for all things federal and state will come from the assigned professional below:

Behind our geographically assigned team is a group of professionals that will support them via legislative analysis as well as finance given the anticipation of increased applications for support during this time.
